CITY OF TULARE FIRST TIME HOME BUYERS PROGRAM
What is it?
The First Time Homebuyers Program provides funds to assist Homebuyers that
have a steady, reliable income and good credit, purchase their first home in
Tulare. Up to $60,000 will be provided in the form of a deferred payment loan,
plus interest at 1% annum from the date of the loan. There is no application fee.
The City requires no payments as long as the borrower complies with the loan
conditions and resides in the home. (Subject to change)
How do I apply?
- I have been certified by the City of Tulare to represent buyers for the First
Time Homebuyers Program. I will help you find a home within the City of
Tulare, that does not exceed the sales price set by the program guidelines.

- I can refer you to a program certified lender to work with you to pre-qualify
you for a loan. The lender will advise you how large of a loan you can
qualify for.
- The lender will work with you to obtain information on your income,
employment and credit worthiness to purchase a home.
- The title company will prepare the loan documents for the City of Tulare loan.
- The application will be submitted to the city Loan Committee for approval.
Where does the money come from?
The California Department of Housing and Community Development has awarded
the City of Tulare home funds.
What are the income limits?
Household income must not exceed specific annual amounts by family size in order
to participate in the program.

Are there other terms?
Yes. All loans will be secured by a deed of trust. The buyer must provide a
minimum of 3% of the sales price as down payment towards the purchase price.
The home must be the buyer’s primary residence. Buyers must complete a home
buyers training course to qualify for the Program. All loan applications are subject
to review and approval by the city’s Loan Committee.
